We posted PDF's of the RATS manuals from Versions 10, 9, 8 and 7 on line at

As noted on that page, the PDF Reference Manual has now largely been superseded by the HTML help which includes not just a reference on the instructions, but also virtually all standard procedures, plus some of the paper replications.
