Setting Split I/O Windows Preference at Start

For questions that don't fall into one of the categories above, such as working with the RATS interface, using Wizards, etc.

Setting Split I/O Windows Preference at Start

When I use File>Preferences>Editor> and mark "Open New Input Window at Start" AND "Open New Output Window at Start" to set my starting preferences, on launching RATS subsequently, split I/O windows open that are stacked vertically. What I would prefer are split I/O windows that are side-by-side [I|O] and not stacked vertically. Is that doable? If so, how?
